HISTORY
The Penny Reed Award celebrates Oregon leaders in Assistive Technology whose passion and vision brighten the future for students across our state. This honor recognizes Dr. Penny Reed, Ph.D.—an independent consultant in special education and a nationally respected voice in assistive technology services—whose work has shaped how teams deliver effective AT supports in schools.
More than 30 years ago, Dr. Reed authored the original OTAP grant, helping lay the foundation for Oregon’s statewide commitment to empowering learners through accessible tools and thoughtful service. Her influence extends far beyond Oregon through her leadership as founder and director of the Wisconsin Assistive Technology Initiative (WATI), her role on the QIAT Leadership Team, and her development of widely used frameworks and resources.
Above all, Penny is a generous teacher at heart—turning big ideas into practical guidance.
